A Pennsylvania man wanted on attempted murder charges has been apprehended in Virginia. The U.S. Marshals Service and the Virginia State Police arrested 31-year-old Anthony Young in Vinton on Monday. Young is accused of shooting at a man in northwest Pennsylvania earlier this month. The warrant for his arrest charges Young with attempted homicide, aggravated assault, reckless endangerment and criminal mischief. Young will be held at the Roanoke jail until he is returned to Pennsylvania for prosecution.  
 
 
Some Richmond residents are glad the city is listening to their safety concerns, but it may not be enough. Those who live in South Barton Heights have complained for years that drivers go too fast and crash. A woman who lives on Monteiro Street counted three crashes in front of her home before the city installed rumble strips two years ago. While that helped, neighbors said more changes were needed, so the city recently installed a speed bump. Neighbors say speeding is still a problem, though, but the city may be out of options. A DPW spokesperson tells 8News a speed table will not be installed because experts don't recommend installing one near a curve.  
 
 
Virginia law enforcement is continuing an operation to make the roads safer.

The company OpenAI is launching a new AI model of ChatGPT. The company's technology chief said at a livestreamed event that the update brings GPT-4 to everyone, including OpenAI's free users.
